Jacques was born in Métabetchouan, Quebec in 1938. After a high-scoring season with the Windsor-Dartmouth Keiths, he was hired by the Gander Hockey Association in 1965 as playing-coach for the Senior Flyers. He played for five seasons for Gander setting league scoring records and lead the Flyers to their first Herder championship in 1969.
In 1968 Jacques scored 131 points, a Newfoundland Senior League scoring record that would last 20 years. In 1968 he would be the first league player to score 50 goals in a season. Allard played in five Allan cup playoffs for five different teams, including three as a pick-up player.
Each year in the Maritime Junior A Hockey League the Jacques Allard Trophy is awarded to the leading scorer in the regular season.
